Project Description
On December 2023, the City of Hawthorne was awarded the Safe Streets and Roads for All (SS4A) Grant for $200,000 to develop a comprehensive safety plan for the entire City. The plan includes traffic safety improvements to eliminate roadway fatalities, such as planning a complete streets approach through vehicle speed reduction, adding ADA-accessible infrastructure and increasing bicycle and pedestrian safety. This is a major step that the City is taking towards enhanced roadway safety and will help the City identify the factors that contribute most to local traffic collisions and better position the City for safety funding from state and federal grant programs.
Safe System Approach
The Safe System Approach was adopted by the USDOT as the guiding paradigm to address roadway safety and mitigate the risk inherent in our complex transportation system. The Safe System Approach focuses on human mistakes and human vulnerability to design a system with redundancies in place to protect everyone.
Principles of a Safe System Approach:
- Death and Serious Injuries are Unacceptable
- Humans Make Mistakes
- Humans are Vulnerable
- Responsibility is Shared
- Safety is Proactive
- Redundancy is Crucial

Final Safety Action Plan
During the April 22, 2025 City Council meeting, the Final Safety Action Plan was unveiled along with a presentation explaining the development of the plan. The City Council passed Resolution No. 8521, officially adopting the plan.
