About
The City of Hawthorne has created an Active Transportation Plan (ATP) and Complete Streets Policy.
The ATP provides a clear and comprehensive framework for safe, convenient transit and non-motorized transportation options throughout the City. The ATP serves as both a master plan and a policy document to guide the development and maintenance of active transportation infrastructure, including sidewalks, bikeways, and Safe Routes to School programs.
The goals of the Plan include:
- Improving bicycle and pedestrian connectivity and safety by expanding existing bicycle networks
- Enhancing pedestrian circulation
- Reducing vehicle trips
- Creating complete streets
- Prioritizing access to transit
- Advancing improvements that foster a healthy and livable community
This Plan helps integrate proposed projects into the City's future developments and unlock more funding opportunities such as grants and other aid from State and Federal agencies.
Active Transportation Plan
The ATP serves as a master plan and policy document to guide development and maintenance of active transportation infrastructure, including sidewalks and bikeways for areas within the City. It advances Hawthorne's vision for health, sustainability, and equity by promoting walking, biking and transit. The Plan provides a clear framework to improve bicycle and pedestrian connectivity and safety by expanding existing bicycle networks, improving pedestrian circulation, reducing vehicle trips, creating complete streets, prioritizing access to transit, and prioritizing improvements towards building a healthy and livable community. This comprehensive ATP allows the City to identify and prioritize infrastructure improvements, support safe, convenient, and equitable travel for all residents and visitors and strengthen applications for competitive federal, state and regional transportation grants.

Complete Streets Policy
During the April 28, 2026 City Council meeting, the Complete Streets Policy was also unveiled along with a presentation. The City Council passed Resolution No. 8599, officially adopting the policy.
The Complete Streets Policy is a transportation approach that integrates safe and convenient travel for all users, regardless of age or ability. The policy aims to eliminate traffic fatalities and serious injuries, reduce collisions, improve pedestrian and bicycle connectivity, and promote equitable access to transit, schools, parks, and key destinations by creating a safe, equitable, and connected transportation network. It also supports safety, accessibility, and mobility goals while strengthening eligibility for state and federal transportation grant funding.
The Policy provides a framework for staff when developing and implementing transportation improvements, including roadway rehabilitation, capital improvement projects, and grant-funded infrastructure work. It establishes consistent project review, increase accountability and opens doors to more grant funding. The policy does not mandate specific roadway designs but ensures multimodal considerations are evaluated and incorporated where feasible and appropriate.
